Licenses must match your total organization user count: Site License is only valid for organizations with up to 500 users, Site Collection License is required for organizations with 501–2,500 users, Tenant License is required for organizations with 2,501–10,000 users, and organizations over 10,000 users must contact us for a custom quote - selecting the wrong license will make it invalid.
